The Monmouth County Heritage Committee (MCHC) was created on March 1, 1977, by the Monmouth County Board of Chosen Freeholders under Resolution #77-125 to develop and promote events commemorating the county’s history. The MCHC grew out of the Bicentennial Committee, which was formed in 1972 to celebrate the country’s birthday in 1976.[1] The first Director of the Committee was Robert Ferrell. He was succeeded by James M. Mayor who became the first Director of the Monmouth County Historical Commission.

Among its activities and accomplishments, the MCHC published the “Directory of Historical Societies and Historical Sites of Monmouth County” which had been prepared by Elsalyn Palmisano for the Monmouth County Historical Association. Palmisano also created a Speaker’s Bureau, hosting professional and lay historians available to lecture to local groups and institutions, which she shared with the MCHC. The organization also prepared educational materials, including pamphlets and brochures on Molly Pitcher at the Battle of Monmouth, for schools, libraries, and historical sites throughout the state.

The MCHC was made up of thirty-two members appointed by the Board of Chosen Freeholders. Two representatives from each of the county’s fifty-three municipalities were also selected for the General Committee which was chaired by Elsalyn Palmisano.[2] The Monmouth County Heritage Committee was disbanded in 1993 and its functions largely assumed by the Monmouth County Historical Commission.

Documents for the Committee were collected and kept by Elsalyn Palmisano, one of the thirty-two members of the MCHC Board of Directors. Palmisano served on the MCHC for twelve years, going off the MCHC in 1993 when it was disbanded.


The Monmouth County Heritage Committee records include minutes of meetings; by-laws (also stored on a 3.5” diskette); member correspondence; newsletters, member lists; photos; and records on the history of the committee. The majority of the content pertains to the Monmouth County Heritage Committee. Additional documents relate to the Monmouth County Historical Commission and the New Jersey Historical Commission. The records cover the years from 1972 to 1996.
