Annual Reports, based on calendar years, of the Monmouth County Mosquito Extermination Commission. Typical sections include such topics as Personnel, Physical Plant, Public Relations, Budget, Control Practices and Treatments, Surveillance, and Lyme Disease Prevention and Control.

As mandated by the Laws of 1912 chapter 104 the Board of Chosen Freeholders of the County of Monmouth established the “Monmouth County Mosquito Extermination Commission.” The commission operates under the Public Health Statues of New Jersey. The first meeting of this Commission was held on July 23, 1914.

The Commission is comprised of seven members in addition to the Director of the State Experiment Station (Rutgers University) and the State commissioner of Health, who shall be ex-officio members.

One appointive member shall be a member of the County Board of Chosen Freeholders and at least three appointive members shall be or have been persons who are or were members or employees of boards of health. The Commissioners are appointed by the Board of Chosen Freeholders for three year terms and any vacancy is filled by a Board of Chosen Freeholders appointment for the unexpired term.

The Commissioners are not compensated, but are entitled to necessary expenses for attendance at meetings.

The Commission may appoint officers and employees as it deems necessary and can make rules and regulations governing the duties and compensation of its employees.

The Commission is a body politic with the power to sue and be sued, use a common seal, make by-laws and perform all acts which in its opinion may be necessary for the elimination of mosquito breeding areas or which will tend to exterminate mosquitoes within the county.

The Commission is statutorily limited to spending not more than ¼ of one mil per dollar of the assessed valuations of all property within the county.

The Commission is required to file an Annual Report and Plans and Estimates with the Director of the Experiment Station and with the County Board of Chosen Freeholders.
